Support of HPUX Roman8 Character sets

I am trying to use UltraEdit to edit text files on an HPUX box that uses the ROMAN8 character set. (Get away from me vi ) . Foreign language characters like accents and umlauts are not coming in correctly. It looks like the problem is with FTP as MS Notepad displays the same incorrect characters. Is there a way of specifying character sets in UltraEdit or is there another solution?. I have tried using character set conversion but it hasn't helped. The characters are still wrong. Any suggestions would be appreciated.

I wrote to UltraEdit's support department who told me that this is not a supported feature. It looks like I'm stuck with vi for another 10 years. :(
