After installing and registering UE32 version 13.10a+1, for fun I selected one of the tips in the new (to me) Quick Start Guide that appeared on startup.
The selected topic started up and opened in IE7. But my default browser is Firefox 2.0. I tested UE's Window > Open in Browser command, and it properly opened in Firefox.

Yes, that's right. The quick start guide is a package of 5 HTML files (stored in subdirectory qsg) displayed inside a window of UltraEdit with the View - Toggle Browser View mechanism which means it uses IE. So it is not really suprising that when clicking on a link inside this "IE" window with a quick start guide page, the linked page is opened with IE and not the default browser.
If you treat it as a problem you can write an appropriate email to IDM support.
Edit: Since UltraEdit v14.10.0 the referenced page is opened in the default browser.
