What is the purpose of this file - UCCmds32.cmf

This file started to appear with the 3.5 release.

How can I turn this feature off?

UCCmds32.cmf stores in binary your UltraCompare toolbars which can be customized since v3.50.

UCMNCmds32.mcf stores in binary your UltraCompare menu.
