No, UltraEdit is a text editor and not a spreadsheet application. It offers features for CSV and fixed column files, but it is nevertheless a text editor.
You can split the window into 2 panes and insert at top of the file a header line with the numbers or names for the data columns. As long as you scroll horizontally only with the scrollbar and not with the keys you can see always the data column number at top of your file. Don't forget to delete the first line before final save.
