ultraedit is powerful, but seems too powerful for a ordinary users, I would like to know is there any ways to restrict users to use UE's features? Thanks!

The best method to restrict users is to hide features. Select the Basic menu and toolbar instead of Advanced and many features will be not visible anymore. UE is becoming a simple Notepad replacement. But it's not possible to really hide the features or disable it via a policy. Advanced users will always find and use it.
