It would be very useful to be able to map the "Open file in project..." to a key the same way Visual Studio does.
I've been looking for this feature and I couldn't find it. Please excuse me if it does exist.
Just to make it crystal clear: I want to map ALT+SHIFT+O to "Open file in project..."

Yes, there is currently (UE v14.20.1.1008) no command available in the key mapping configuration dialog for opening the dialog "Open File(s) in Project". You can assign a hotkey to command ProjectFilesSettings to open this dialog quickly.
But if you want to be able to open the "Open File(s) in Project" dialog with a hotkey you have to sent a feature request email to IDM support.
